The Philippines marked a major milestone in renewable energy with the groundbreaking of a 3,500 MW solar plant and a 4,500 MWh Battery Energy Storage System (BESS) by Terra Solar Philippines, Inc. This facility, spanning Nueva Ecija and Bulacan, will be the world’s largest single-site solar and BESS project.
The first phase of the project will deliver 2,500 MW of capacity, with the entire development set to play a key role in the Philippines’ transition to a low-carbon energy system. Secretary Raphael P.M. Lotilla of the Department of Energy lauded the initiative, highlighting its contribution to the country’s energy security, economic growth, and sustainability goals.
“This investment is crucial for increasing the share of renewables in our energy mix, reducing our carbon footprint, and addressing Luzon’s electricity demand. It also strengthens energy security and creates jobs,” Lotilla stated.
The facility is expected to generate over 5 billion kWh annually, reducing dependency on fossil fuels and improving grid stability. In addition to its environmental benefits, the project will drive economic development by creating thousands of jobs in engineering, construction, manufacturing, and maintenance during its construction and operational phases.
Actis, a global investor with a 40% stake in the project, will bring its expertise in sustainable infrastructure to ensure its success. The initiative aligns with the Philippines’ ambitious target of sourcing 50% of its energy from renewables by 2040, positioning the country as a leader in the renewable energy sector.
